The invention provides an illuminating apparatus, comprising at least a luminous element and a light guide plate; wherein, the light guide plate comprises an incident light surface and an emergent light surface; the luminous element is arranged opposite to the incident light surface; the light guide plate is provided with a plurality of hollows which are internally provides with fluorescent substances; the luminous element sends out light of a first wave-length and the light is coupled into the light guide plate; part of the light of the first wave-length which enters into the light guide plate is transformed into at least a light with a second wave-length by the fluorescent substances and the light with the second wave-length mixes with the other part of the light with the first wave-length sent out by the luminous element to form white light. The illuminating apparatus can reduce or eliminate dazzle light and have soft and comfortable effect, thereby reducing stimulus to eyes.
