A moving image processing device 30 is provided with: a storage unit 32 in which, when an image is divided into a plurality of pixel blocks and coding processing or decoding processing is performed with respect to the image by subjecting each pixel block to image processing, an execution state of the image processing is stored for each pixel block; a determination unit 33 which determines whether image processing with respect to a first pixel block can be executed, on the basis of the execution state, stored in the storage unit 32, of image processing with respect to a second pixel block with which the image processing with respect to the first pixel block has a dependency relationship in terms of processing order; and an execution unit 31 which executes, in a parallel or pseudo-parallel manner, image processing with respect to a plurality of first pixel blocks with respect to which image processing has been determined by the determination unit 33 to be executable, wherein the execution unit 31 updates the execution state of the image processing with respect to the first pixel block stored in the storage unit 32. In this way, the speed of coding processing or decoding processing with respect to a moving image is increased.
