A method for forming stable, water-borne silane compositions comprising combining a solution stabilizing agent with a water insoluble silane, adding a second agent to remove alkoxy groups from the water insoluble silane, and removing alcohol which is produced during the previous steps. The molar ratio of the solution stabilizing agent to the water insoluble silane is at least about 2.5 to 1.
