A paranoid style in 'Korean' politics?

Current political situation in Korea could be well characterized by the concept of "the paranoid style in American politics" which was phrased by Hofstadter(1965) around 1960s. The paranoid style of politics refers to the peculiar political maneuvering style such that any individual or group, when facing with disadvantageous situation, tend to attribute the cause of or the responsibility for the problem to the outside group with alleged conspiracy. This study argues that the current governing regime in Korea is captured by that kind of paranoid style. To vindicate this argument, this study focuses on the 'conspiracy argumentation' in recent political discourses. There are two reasons why this research subject is significantly problematic. First, conspiracy argumentation would more likely block the communication among political groups, and thereby encourage the spirit of mutual hostility rather than that of mutual understanding. Second, political communication through conspiracy argumentation tends to focus more on 'political arithmetic' than on effective problem solving, mainly used as a device of the evasion of responsibility or of the buck-passing in political power struggle. Data is collected from the official memos of the 18th National Assembly, and analyzed by qualitative methods. This paper combines the method of Gerhards and his colleague's (2006) "analysis of responsibility attribution" (Verantwortungszuschreibungsanalyse) with Toulmin's (2003) "argumentation structure analysis" for data analysis and interpretation.
