An atomizing apparatus and an electronic cigarette having the atomizing apparatus. The atomizing apparatus is used for being assembled with a power supply apparatus to form the electronic cigarette. The atomizing apparatus comprises an atomizing component (2) and an oil-storage component (3) used for holding cigarette oil. The oil-storage component (3) is provided with an oil-storage cavity. A cigarette oil channel for the cigarette oil to flow through is provided between the atomizing component (2) and the oil-storage cavity. The atomizing apparatus also comprises a barrier element (107) slidably inserted into the cigarette oil channel. When the atomizing apparatus is working, the barrier element (107) is slid for a predetermined distance relative to the cigarette oil channel to allow the cigarette oil channel to either be partially opened or be completely opened. The atomizing apparatus not only allows for increased cigarette oil utilization rate, but also allows for prevention of oil leakage.
