The present invention provides a cyclic amine compound and a method for producing a polyurethane resin using the compound. The method for producing the polyurethane resin containing the following formula (1) shown in 3-hydroxy-1,5-diazabicyclo [3.2.2] nonane and the class of 3-hydroxy-1,5-N oxabicyclo [3.2.2] nonane-based polyurethane resin with a catalyst. In the case where there is an optically active substance, diastereomer thereof, or geometric isomer of compounds of formula (1), comprising: an optically active substance, diastereomer or geometric isomer thereof each mixtures thereof; and the separated optically active substance, both of non-enantiomer or geometric isomers. In the following formula (1), R1, R2, R3, R4, R5, R6, R7 and R8 each independently represent a hydrogen atom, an alkyl carbon atoms, hydroxy, hydroxymethyl 1 to 4 carbon atoms or an alkoxy group having 1 to 4.
