In a multicast transfer in a PON system, it is possible to reduce the possibility that an OLT (2) fails to acquire a report message from a terminal device (6) and reduce a useless consumption of a band accompanying leave/delay from a multicast group of a terminal device (6). The timing of the report message transmission from the terminal device (6) can be controlled by dynamically changing the maximum response time contained in a G-Query message or an S-Query message while considering the message processing ability in the OLT (2) and the number of ONUs having the terminal device (6) participating in the same multicast group under control.
