摘要:
The article discusses the management of youth crime in England and Wales through more responsibility being taken up by children for their actions with guidance from parents. The common-law assumption that children under the age of 14 are incapable of distinguishing between right and wrong must be disregarded as such approach has led to cases being dropped for lack of evidence. A parenting order must be introduced to help improve the parenting skills of parents and help control the behavior of children. Young offenders will be forced to face up to their actions and see the suffering they have caused through a reparation order.
