Confronting Global AIDS: Prevention and Treatment

The advent of grassroots AIDS activism that focuses on treatment accessibility has provided the public health community the opportunity to support and participate in the prevention of HIV epidemic. Moreover it has won price concessions from the large pharmaceutical companies and forced changes in US trade policies on the production of generic versions of AIDS-related drugs. Growth of the campaigns momentum has increased the demand that governments and international agencies develop a plan to prevent the global AIDS epidemic. In response to the above UN Secretary-General Kofi Annan called for the establishment of a US$7-10 billion global health fund that would integrate prevention treatment and care of HIV tuberculosis and malaria. Access to treatment however is a critical component in HIV prevention programs because prevention alone is inadequate in countries with high-prevalence epidemics; treatment helps preserve societys human infrastructure increase voluntary testing help break the silence and reduce vertical and horizontal transmission; and expanded treatment creates infrastructure needed for effective vaccine distribution. The global public health community should support and demand full funding of the Annan initiative.
