Defines technical change as referring to improvements in the transformation of inputs into outputs, including improvements in the quality of output. Changes in the conceptualization of technical change are considered in detail, particularly where the technology market and the transfer of technology, and choice of technique and appropriate technology, are discussed, and where sources of technical change are examined. Examines the definition, forms, and measurement of technical change, and pursues the question of why the approach to technology issues in the Third World changed in the late 1970s. Finally, explores the role of the capital goods sector, the role of technical change in the analysis of infant industries and exporting activities, and the role of the state. -after Author
