Confronting the spread of AIDS. World Bank urges greater efforts to prevent new infections in developing countries. Press release.

On November 3 1997 a World Bank report that was released in Geneva and Washington indicated that more intensive government prevention efforts could save millions of lives and reduce the severe economic and social costs of the epidemic. The report entitled "Confronting AIDS: Public Priorities in a Global Epidemic" says that 23 million people worldwide are infected with HIV and that 8500 people are newly infected each day. The report identifies priorities for developing countries and the international community in responding to the epidemic. It suggests measures for preventing further transmission citing country-specific examples of success in implementing such interventions. The first measure is for the government to help the people with the riskiest behaviors to protect themselves and others from HIV infection. According to this perspective governments need to find out which groups have the riskiest behaviors and work with them to prevent the spread of HIV. It is also emphasized that nongovernmental organizations are often more effective than governments at working with people engaging in risk behaviors. Another measure is for governments to ensure low-cost effective treatments for illnesses that often strike people with HIV/AIDS especially those in the worst-affected regions. Moreover governments should mitigate the impacts of the epidemic by ensuring that anti-poverty programs include poor families affected by HIV/AIDS.
