A cooling and heating device for tunnels to cool or heat a removable tunnel connected to a rotunde comprises an indoor unit on the removable tunnel; an outdoor unit on the indoor unit to be connected to the indoor unit; and an outdoor unit supporting unit for supporting the outdoor unit in order to arrange the outdoor unit on the indoor unit. The outdoor unit supporting unit lifts or lowers the outdoor unit to adjust a space formed on the top of the indoor unit.
