This report presents an overview of the drug phenomenon in Europe at the start of the new millennium. The first chapter begins with a discussion of overall drug trends. A discussion of the trends in response to drug use looks at policy and strategy development; prevention; reducing the harmful consequences of drug use; and treatment. Chapter two discusses the prevalence and patterns of drug use. Health consequences of drug use, law-enforcement indicators, and drug-market indicators (seizures, price, and purity) are covered in this chapter.
