Substances having cosmetological effects on the skin (preventing skin aging, improving hypersensitive skin, relieving itching, etc.) and being also usable as ingredients of hair growth stimulants are found out and cosmetics containing these substances as the active ingredient are provided. More particularly speaking, cosmetics characterized by containing as the active ingredient a member selected from among fucoidan, degradation products thereof, sulfated monosaccharides and salts thereof.
